We must force the Govt for implementation of the Western Ghats Ecology Expert Panel (Dr. Madhav Gadgil committee) Report

पश्चिम-घाट-पर्यावरण-तज्ज्ञ-गटाच्या (डॉ० माधवराव गाडगीळ समितीच्या)  अहवालाच्या अंमलबजावणीसाठी आपण सरकारला भाग पाडले पाहिजे.

उद्योगक्षेत्रातील हितसंबंधितांच्या फायद्यासाठी वेळोवेळी पर्यावरणाचा सरळसरळ बळी देणार्‍या सरकारला आपण आता यापुढे पर्यावरणाच्या हातात हात घालून विकास साधणारे औद्योगिक विकास धोरण स्वीकारण्यास भाग पाडले पाहिजे. जगातील सर्वच प्रगत राष्ट्रे आपल्या पर्यावरणाची काळजी घेऊन आपल्या भावी पिढ्यांना कल्याणकारी ठरेल असेच औद्योगिक धोरण आखतात. तर मग आपल्या देशात तसे का घडू शकत नाही? तसे घडावे म्हणून आपणच सरकारवर दबाव आणायला हवा आणि त्यादृष्टीने एक महत्त्वाचे पाऊल म्हणून पश्चिम-घाट परिसरातील पर्यावरणाच्या रक्षणासाठी आपण डॉ० माधवराव गाडगीळ ह्यांच्या अध्यक्षतेखालील तज्ज्ञसमितीने दिलेल्या अहवाल स्वीकारण्यास व त्याची अंमलबजावणी करण्यास केंद्र सरकारला भाग पाडले पाहिजे. जर का सरकारला ह्या तज्ज्ञसमितीच्या कुठल्याही शिफारशींच्या योग्यायोग्यतेबद्दल शंका असेल तर सरकारने त्याबद्दलची विशिष्ट कारणे व तत्संबंधित वस्तुस्थिती ह्यांच्या आधारे आपले आक्षेप स्पष्टपणे देशाच्या जनतेसमोर मांडावेत.

It’s high time we forced our government that allows blatant destruction of our ecology from time to time for the benefit of the interested parties in the industry, to henceforth follow an ecofriendly industrial development policy. All the developed countries in the world plan their industrial policy that takes care of the ecology to ensure welfare of the future generation of the country. Why can’t we too do the same? We must pressurise the government to adopt just to do that and as the first major step in that direction, we must force the central government to accept and implement the report submitted by the Expert Panel under the chairmanship of Dr. Madhav Gadgil. If the government has any reservations about any of the recommendations of the expert panel, let it put forth before the people of this country, its objections supported by related facts and specific reasons, why they feel the recommendations of the panel are not acceptable to them.

१. आपल्या देशातील पर्यावरणाच्या सातत्याने होत असलेल्या र्‍हासावर नियंत्रण आणण्यासाठी काही निश्चित धोरण आखण्याच्या उद्देशाने हातात घेतलेल्या कृतियोजनेचा एक भाग म्हणून केंद्र सरकारच्या ’पर्यावरण व वन’ विभागाने पश्चिम घाटाच्या परिसरातील पर्यावरणाचा अभ्यास करण्यासाठी प्रख्यात पर्यावरण तज्ज्ञ डॉ० माधवराव गाडगीळ ह्यांच्या अध्यक्षतेखाली १३ सदस्यांचा ’पश्चिम-घाट-पर्यावरण-तज्ज्ञ-गट’ नियुक्त केला.

1. As a part of the action plan to formulate a definite policy to check the continuous damage to the ecology of our country, the ‘Ministry of Environment and Forest’ of the Central Government appointed a 13 member ‘Western Ghats Ecology Expert Panel’ under the chairmanship of Dr. Madhavrao Gadgil, an eminent environmentalist, to study the ecology of the Western Ghats and surrounding areas.

३. ह्या तज्ज्ञगटाने मार्च २०१० ते ऑगस्ट २०११ ह्या काळात त्या भागाच्या पर्यावरणाचा अभ्यास करून आपला अहवाल सरकारला सादर केला. खरे तर हा अभ्यास चालू असतानादेखील सरकारच्या विविध विभागांनी आवश्यक ते सहकार्य न करणे, आवश्यक ती माहिती न देणे, कधीकधी तर खोटी माहिती देणे अशा प्रकारचे उद्योग करून त्यात खो घालण्याचा प्रयत्न केला. पण तरीही तज्ज्ञगटाने नेटाने आपले काम पूर्ण करून आपला अहवाल सरकारला सादर केला.

3. After carrying out the study between March 2010 and August 2011 the committee submitted its report to the government. As such, even during the study period, the government tried various tricks such as non-cooperation, not providing the required information/data, at times even providing false data etc., in order to scuttle the study. Nevertheless, the committee steadfastly completed the assigned work and submitted the reported.

४. अहवाल पाहताच तो राजकारणी व त्यांचे उद्योगक्षेत्रातील भागीदार असणार्‍या हितसंबंधी मंडळींच्या हिताला ह्या अहवालामुळे धोका पोचण्याची शक्यता आहे अशी धास्ती सरकारला वाटल्यामुळे सरकारने नेहमीप्रमाणे तज्ज्ञांच्या अभ्यासाच्या अहवालाचा अभ्यास करण्यासाठी अभ्यासगट नियुक्त करण्याचा आव आणून तो अहवाल प्रसिद्ध न करता कायमचा दडपून टाकण्याची युक्ती केली.

4. On going through the report, the government sensed that the report is likely to prove to be a major hindrance in serving the interests of the politicians and their partners in the industry and hence decided to deploy the usual method of commissioning study groups to study the report of the study carried out by the expert group and suppress the report forever.

५. माहिती अधिकाराखाली ह्या अहवालाची प्रत मागितली असता ती देण्यास ’पर्यावरण व वन’ विभागाने ढिसाळ कारणे पुढे करून तसे करण्यास नकार दिला. पर्यावरण मंत्रालयाच्या ह्या भूमिकेच्या विरुद्ध मुख्य माहिती आयुक्तांच्याकडे पुनर्विचारार्थ केलेल्या विनंतीनंतर आयुक्तांनी सुनावणी घेऊन खालीलप्रमाणे अभ्यासपूर्ण निर्णय दिला. 5. On being requested for a copy of the report, the ‘Ministry of Environment and Forests’ refused to oblige giving flimsy reasons. On receiving an appeal against the stand taken by the MoE&F, the Chief Information Commissioner gave the following studied judgment. (English version) –

7. Finally, having been left with no choice, the government made the report public on the 23rd May 2011.
