“We must, at present, do our best to form a class, who may be interpreters between us and the millions whom we govern; a class of persons, Indian in blood and colour, but English in taste, in opinions, in morals, and in intellect.” – Said Lord Macaulay 175 years ago. Unfortunately, Macaulay’s Legacy in India still continues.
FOREWORD:
With reference to Macaulay’s Minutes on Education, the article first seeks to study why and how Macaulay cast a special kind of Education system for the ‘British India’, which would suit the then rulers of India. The article further discusses how following the same system is still holding ‘Independent India’ back from the rapid advancement in different spheres of life that she rightfully deserves.

A BRIEF SOJOURN, AN ENDURING IMPACT
Lord Macaulay was born on October 25, 1800, and died on December 28, 1859. He arrived in India (Madras) on 10th June 1834 as a member of the Supreme Council of India. William Bentinck was then the Governor General. Macaulay returned to England in early 1838, and resumed his writing career there. Macaulay was in India, thus, only for nearly four years, but he was destined to impact the lives of millions of Indians forever.
Macaulay’s Minute on Indian Education dated February 2, 1835 is a public document offers a good picture of the thought processes of Macaulay as regards the plan of education for “the subjects of Her Majesty in India.” The Governor General of India, William Bentinck approved the Minute on March 7, 1835 and it became the cornerstone of British India educational policy.

My observations on this article are –
1 – Since the British were rulers it was expected from Macule.
2 – To play a Davil’s advocate – I would ask – what were prevalent forms of curriculum and text books in Science and maths at the time of macule if we had been free to opose him?
3 – there were three types of Westeners who came in India in those periods. The first one was Rulers like Maculay and others who wanted to rule. Second was a type of people who praised every thing that was Indian but did nothing to weed out the rot like Maxmullar. And the third were the ones who became a part of Indian society, and changed it for better.
50 years before waht Maculey advised was a pioneer of Indian Education System who fought for education in vernacular languages. is name is William Carey.
He was defeated by Indians that time who bycotted his College in Serampur (Calcutta) because its medium was Bengali and it did not even have a subject named – English. On his deathbed the trusties compelled him to shrug off his insistence of vernacular languages and to adapt English medium.
Rajhans has come out with my novel – Ase Hote William Carey. I think we shall all give history its due credit with all its reality and not only get sweyed in our own emotions.

आपल्या विचारपूर्ण आणि विचारप्रवर्तक उत्तराबद्दल आभार.
१. खरे आहे. ब्रिटिश लोक वसाहतवादी असून ते भारतावर राज्य करीत होते. एका राजाचे गुलामाच्या बाबतीत तसे धोरण, तसा दृष्टिकोन असणे अपेक्षितच आहे, हा आपला मुद्दा पटला. पण त्याच गुलामाने स्वतंत्र झाल्यावर आपल्या स्वतंत्र देशातील स्वतंत्र बांधवांचे राज्य चालवतानादेखील आपली गुलामी न विसरता भूतपूर्व वसाहतवादी राजांनी गुलामांप्रती योजलेले उपाय व धोरण तसेच चालू ठेवावे ह्याचे आश्चर्य वाटते. हा विरोधाभास लक्षात आणून देणे हाच ह्या लेखाचा हेतू आहे.
२. हेच प्रश्न इस्रायल, जपान इत्यादी देशांना विचारल्यास काय उत्तर मिळतं? इस्रायलला आपल्यानंतर ९ महिन्यांनी स्वातंत्र्य मिळालं. तेव्हा त्यांच्याकडे काय होतं? त्यांच्याकडे भाषाही होती ती मृत झालेली. तरीही आज त्याच भाषेचे संवर्धन करून, त्याच भाषेत शिकून, उच्च शिक्षण घेऊन, भारताहून अधिक संशोधन करून दीडशे पटीने मोठा असलेल्या भारताहून कितीतरी अधिक प्रगती साधली आहे. आज अनेक क्षेत्रात आपण त्यांची मदत घेतो.
आणखी एक गोष्ट म्हणजे सर्व ज्ञान, विज्ञान, संशोधन व शोध केवळ इंग्रजांनीच लावले हा आपला गैरसमज आहे. (आमचाच मालक सर्वश्रेष्ठ असे म्हणण्याची ही आम्हा गुलामांची वृत्ती.) अनेक शोध जर्मन, फ्रेंच, हंगेरियन, रशियन, व इतर अनेक देशांतील, इतर भाषिक शास्त्रज्ञांनी लावले. ते ज्ञान इंग्रज कसे अभ्यासतात? तर त्याचा आपल्या भाषेत म्हणजे इंग्रजीत अभ्यास करूनच. शास्त्रज्ञाची भाषा प्रत्येक अभ्यासकाला शिकण्याची आवश्यकताच नसते. इंग्रज ज्याला सर्वश्रेष्ठ शास्त्रज्ञ मानतात त्या न्यूटनने आपल्या संशोधनातील एकही वाक्य इंग्रजी भाषेत लिहिलेले नाही. त्याचे सर्व संशोधनात्मक प्रबंध लॅटिनमध्ये आहेत. कारण त्या काळी इंग्रजी भाषा ही खुद्द इंग्लंडमध्ये देखील उच्च शिक्षणासाठी कुचकामी मानली जात असे. इंग्रजीत वेद्यकशास्त्राचा अभ्यास केला तर रोगी दगावतील असे त्याकाळचे इंग्रजच म्हणत असलेले उल्लेख आहेत. (आपण आपल्या डॉक्टरकीचे ज्ञान आज इंग्रजीमध्येच घेतले असणार. आपल्याला हे विधान वाचून हसायला येणार नाही का?) इंग्लंडमध्ये कायदे, संसदेतील चर्चा, न्यायालयातील वाद हे फ्रेंचमध्येच होत असत. इंग्रजी भाषा ही गुंडांच्या भांडणाच्या कामाची, वकीलांच्या विद्वत्‌प्रचूर वादासाठी फ्रेंचला पर्यायच नाही. असे बहुसंख्य कायदेतज्ज्ञांचे तेव्हा मत होते. त्या परिस्थितीतून त्यांनी कसा मार्ग काढला व इंग्रजीमध्ये सर्व ज्ञान कसे आले याची कल्पना खालील लेखावरून येईल.

इंग्रजी भाषा अवश्य शिकावी. पण इंग्रजी म्हणजेच ज्ञान व इंग्रजीशिवाय ज्ञान शक्यच नाही; म्हणून ’इंग्रजी भाषेचेच’ नव्हे तर ’इंग्रजी भाषेतूनच’ ज्ञान मिळवले पाहिजे, इंग्रजी भाषेतूनच शासनव्यवस्था, न्यायसंस्था, पोलिसव्यवस्था, संसदव्यवस्था इत्यादी चालवल्या पाहिजेत ह्या गैरसमजातून आपण स्वतःला बाहेर काढले पाहिजे. जागतिक पातळीवरील स्पर्धेत मागे पडायचे नसेल तर “इंग्रजीतूनच शिक्षण” घ्यायला पाहिजे असे आपले राजकीय पुढारी म्हणतात. पण वस्तुस्थिती पाहिली तर जपान, चीन, इस्रायल, स्वीडन, स्पेन, जर्मनी, कोरिया, हंगेरी, रशिया, बेल्जियम, पोर्तुगाल, ग्रीस, इटली, फ्रान्स इत्यादी सर्वच मातृभाषेतून शिक्षण घेणार्‍या देशांच्या मानाने आपण इंग्रजीतून उच्च शिक्षण घेऊनही संशोधन, जीवनस्तर, दरडोई उत्पन्न इत्यादी सर्वच बाबतीत मागेच आहोत.
३. फादर केरींना आपण विसरलो आणि मेकॉलेंची शिक्षणपद्धतीच पुढे नेत आहोत हेच तर आपले दुर्दैव. फादर केरींनी सुचवलेला मार्ग हाच जपान, इस्रायल, चीन, कोरियां इत्यादी देशांनी अवलंबलेला मार्ग आहे. पण आपल्याला जन्मापासूनच असे बाळकडू पाजले जाते की इंग्रजीशिवाय इतर कुठल्याही भाषेतून ज्ञानप्राप्ती शक्यच नाही. केरींनी केलेल्या कार्याची माहिती सर्वांना करून देण्याची आवश्यकता आहे. त्यादृष्टीने आपले पुस्तक महत्त्वाचेच आहे. त्यासाठी आपल्या पुस्तकाबद्दल एक परिचयात्मक लेख आम्हाला प्रकाशित करण्यास द्यावा अशी विनंती आपल्याला केली होती. तिच्यावर कृपया विचार व्हावा.

आपल्या सूचनेबद्दल आभार. आपली सूचना योग्य आहे यात शंकाच नाही. खरं म्हणजे, त्या दिशेने आम्ही प्रयत्नही सुरू केला होता. पण एवढ्या लांबलचक लेखाचे भाषांतर करणे ही सोपी गोष्ट नव्हे. आपले मराठीप्रेमी गुरुवर्य-मार्गदर्शक प्रा० राईलकर यांनी सुरुवातही केली होती. पण दोनएक पाने झाल्यावर त्यांनी प्रयत्न सोडून दिला. ते सर्व वाचताना मनाला फार त्रास होतो, फार यातना होतात असे त्यांना जाणवले.
असो. आपण जर ह्या लेखाचे भाषांतर करणार असलात तर अवश्य करावे. त्या लेखात दाखवून दिलेली सत्यस्थिती आपण अधिकाधिक लोकांपर्यंत पोचवायला पाहिजे. ह्याच लेखाच्या बरोबर उलटी स्थिती दाखवणारा खालील लेख आपण वाचला नसल्यास अवश्य वाचावा व मग दोहोंची तुलना करून आपले विचार मांडावेत. समजून घ्यायला आवडेल.
